Development - a special feature
One of the main changes in the new Specifications is the greater concentration
on economic development. We are therefore pleased to be able to offer
you this new feature which will build into a comprehensive teaching aid.
John Birchall, a Friend of Sierra Leone, will write this column against
the background of having been involved in development economics for nearly
thirty years. He will build the materials from an historical perspective
and will include some references to some of the pioneer materials that
helped shape much of the modern thinking on development economics. He
will also bring you up to date on the latest web sites etc dedicated to
taking the field of development economics into the twenty first century.

logistical considerations, the First National Conference has been
postponed, and will now be held come December 11, 2002.

Sierra Leone to democratic civilian rule drew closer, increased attention
was being focused on INEC, the body on which so much depended to transform

The
Land Tenure System in the Provinces
... An Anachronism
Among the many factors ear-marked as being responsible for Sierra Leone's
inability to achieve sustainable agricultural development and food production,
is the land tenure system in the provinces where incidentally ninety eight
per cent of the land suitable for agriculture can be found. Mr. Koroma
has therefore taken up this issue of land tenure in the provinces, helping
to help us understand its implications and what needs to be done to improve
the situation. -- By

Koroma is CADS General Coordinator/Legal and Administrative Affairs. He
holds a Bachelor of Arts degree from Fourah Bay College (1986) and a LLB.
from the Sierra Leone Law School (1994). He had also recently completed

in the United States (April 2001). He also runs his private law practice
in Freetown - Sierra Leone (1994).

The
Need for an Exclusive Focus: The Rural Poor!
Many of the rural poor often live in isolated or
remote areas in arid regions or mountain valleys. People living in such
areas are not only subjected to social discrimination, but have only minimal
access to governmental services or other essential inputs. Another disturbing
feature of the rural scene in a large number of developing countries is
the plight of rural women and elderly men, left to work on their small
farms while young male members migrate to cities. --
The President, International Fund for Agricultural Development (IFAD)
laments, and CADS Sierra Leone is taking positive steps to help.

Unique Strategy in Agricultural Sector Development
-- The Communal Farming Systems (CFS) Approach:
Our CADS national strategy recognizes the critical role of rural communities
in the development process of our country. Since 1996 when we had actually
focussed our energies to participate in the sustainable development of
Sierra Leone, we had contemplated on many alternative strategies we believe
would alleviate the inadequacies of our society. Our unique approach towards
agricultural sector development - the Communal Farming System agricultural
sector development strategy is one of our very serious agenda.

CONTRIBUTION TO INTERNATIONAL RESEARCH:
Canada
-- NGO Survey:
This survey is a university-based research project primarily interested
in whether CADS has contact with large international NGOs that are based
in "developed" western countries, how our NGO gets along with them, our
NGO's use of information and communication technologies (ICTs) such as
the Internet, and whether we feel ICTs have any negative aspects.
Brazil
-- A Thesis on the Conflict in Sierra Leone:
A group studying History in a University in Brazil engaged in a research
on conflict areas all around the world. They chose Sierra Leone as a principal
area of their research, with the intention to understand the conflict
in Sierra Leone over the last 10 years. CADS helped in the research, and
the finished thesis is published in Portuguese.

Seminar used examples from Latin America, Africa, the
United States, and Central and Eastern Europe to show vibrant and sustainable
rural communities how to encourage more participation by their citizens

economic differences.

get out of this penury trap of disease, poverty and wars the continent
is deeply fraught with... Certainly, well meaning Africans and friends
of Africa have contemplated on various alternative strategies to foster
development in Africa. Some are claiming compensation for the inhumanity
perpetrated by the slave trade which to them has permanently affected
the African's attitude toward development. Some are claiming compensation
for the exploitation of colonialism. That, the colonialists grossly exploited
Africa's natural resources to extremes that the continent has found it
impossible to run itself even after independence in many parts of Africa
over three decades ago.
